I guess that  this poem was downloaded from  the Internet or from a digest. For a Chinese, it's rather difficult to complete such a great art work.

風捲┽殘雲

Personally, I hate Shakesphere
especially his old English style    - -
one city and one man, it makes me think of the only dictator in a country
it is just my personal thought   - -
a dictator owns a city for a hundred years   
then gone forever    - -
sounds like a novel         if you want to  
build up the ideas

Giving you one point:
by one man to create a city with everything
but also the loneness of himself
